Here's a "Toyland" ad for Bergner's - a famous department store in Peoria, IL at the Sheridan Village Shopping Center.
Music is a quirky instrumental of "Rudolph the Red-Nosed Reindeer".
"It's a mad, mad world of holiday fun..." (Could this be a reference to the film?)
Not sure when this aired exactly, but based on various evidence Christmastime of 1964 seems a good guess.

I would say this clip is probably closer to 1964 due to the jumper style the girl is wearing and the slots cars (and the film title, which came out in 1963 and apparently it "played in Peoria" for them to use it in this ad.). You can also see Barbie carrying cases in the background at the beginning. My girlfriend is from Peoria and I definitely have heard the name of this shopping center and it is still there but nothing special. I know there is a CEFCU credit union near it. I'm pretty sure Bergner's is still there, although there is a nicer one at a different mall nearby (Shoppes at Grand Prairie) now.

At :22, you can see a "Top Secret" Gemini Rocket Project by Park's. The first Gemini mission wasn't until April 8, 1964 so this definitely has to be around 1964. I have way too much time on my hands.

Dollreference lists the Chatty Baby dolls (seen at :25) as produced only from 1962 to 1964, so between that and the rocket, '64 looks like the correct date.
And if I were the editor, Little Mister Tantrum would be on the cutting room floor! ;(

It was announced yesterday that Bon-Ton is closing this Bergner's store in Peoria. It had been open for more than 60 years.
