Here he speaks about the need to maintain a "margin of safety" to preserve the peace in the world through more than one means - economic, through alliances among other nations, and militarily.
Ending voiceover by Robert Stack (yes, folks, the Robert Stack of The Untouchables, Unsolved Mysteries and "Airplane!" fame).
